Based on the hype, I think an argument could be made that Lochte has been the biggest disappointment for the US team so far.

He had lofty goals, which he failed to achieve. Nonetheless, he still fared very well. It's the case of an extremely successful Olympic athlete striving for the moon and falling a bit short. That does not make him a disappointment, but highlights how remarkable Phelps is and was.
