Only they know what happened. But at the very least, it warrants investigation, and is a terrible example to cite of appropriate institutional behavior. That's why I say George Will is so clueless on this.

The author thinks it needs to be changed. I agree that physical force should not be required. I think a literal "no means no" standard would be ideal, but nearly impossible to enforce (and probably too vague to be constitutional).

Provo always has an extraordinarily low crime rate. A couple of years ago, Provo had the lowest rate of violent crime in the nation.
