I compost all household food waste (even meat and bones) and the result is a dark rich earthlike fertilizer. I even put in grass clippings and leaves. We only have to put our garbage out to the street every 2-3 weeks because there's no stink and with recycling, the only thing we throw away is plastic.

I've always had good luck with seedlings by using potting soil (any kind) in old yogurt cups with holes cut in the bottoms. The secret is lots of light and good warmth and protection from drafts. Start them about 6 weeks before you want to plant, plant them well after the last frost and you're good to go. Once their in the ground I prefer meal bone to miracle grow. I believe that as long as nothing used in the cultivation is from another state, the federal law doesn't apply.
