I just went in October. Had a great time. There were a lot of homeless people. Didn't see any needles or feces at the places we walked. The only issue was some drunk/high lady following us telling us how beautiful our oldest son was. Rick Santorum is writing about all Americans, my point (which you highlighted) referred to Americans in supervisory positions (the closest analog I could provide for military officers). But the difference between the education levels of enlisted personnel and adults within the general population is actually pretty minimal--the general population chart apparently includes children under the age of 18, very few of whom (the shock!) have neither a high school diploma or any college education. I'd also expect that the percentage of American workers in supervisory positions with bachelor's degrees would be similar to that of military officers, or would at least be far greater than 30%.

That means about 68 percent of them do not have a bachelor’s degree. If we include people who have an academic associate degree -- about 11.7 million people -- the percentage of people without a degree declines slightly, to 62 percent.
The U.S. Labor Department's Bureau of Labor Statistics looked at the same question in a 2014 longitudinal study that followed young people to age 27. It found that by that age, 72 percent of respondents did not have bachelor's degrees.
