This is happening because
1) the US has a violent culture.
2) the country is awash in firearms
3) the country has constitutional protection for private gun ownership, therefore #2
4) mass shootings are a social contagion.

I agree with USUC. Teaching general gun safety and shooting skills to a young kid using a pellet or BB long gun is perfectly reasonable. Teaching tactical carry/draw/fire/clear/reload techniques with a handgun, even if it's a toy handgun, is completely different. Youth under 18 can't legally possess a handgun in Utah, and as far as I'm aware there are no exceptions such as in the presence of their parent/guardian or at the range, so there is no point in conducting that kind of training at the age of 5 (I have no idea what state the video was filmed in).
