They could make it more that a statement by overriding the veto. It seems like it got more than 2/3rds of the vote in the legislature the first time around. It took me about 10 minutes to write that....I wasn't sure sure about les pentes being a mountain slope or like a geometry slope, so I just went with it since I saw that the "Continental slope" was "pente continental." Converting it to that Canadian version that there's not really any reference accessible to me est impossible.
