So the Mormon Times is not the LDS Church kind of like BYU is not the LDS Church?

Sure, if that's the way you want to see it. They can't make official pronouncements, but you won't see them working actively against LDS teachings. I'm not sure where you are going with this. Their affiliation with the church and ownership by the church still doesn't make them official organs of policy and or doctrine.
