I would love to see a list of things people consider more important and I'm willing to bet that most of the entries on such a list are actually handled in today's church by the Office of the Presiding Bishop and not the First Presdiency.
That is a dismissive argument. Almost any action taken by the FP could be considered or construed to be "pondering over the eternal salvation of the members". I assume you are putting a premium on the ordinances of the Church and that anything involved with them should take precedence. I don't disagree with that stance. However, it seems arbitrary and capricious to try and make eternal judgements on someone life by assessing their tone, sincerity, humility, and true repentance with a few marked boxes on an application.

May have been unique to my friends. Their SPs seemed not to know.

I home taught a guy for 5 years in which we worked with resubmitting his application He was exed 20+ years prior and was rebaptized a year or two after his excommunication. He was finally reinstated last year. IMO the stake president and bishop were completely out of the loop as neither of them knew why he was ex'ed to begin with.
