The answer is that a person involved in the production of the movie felt it added value, like Jamie Lee's boobs in Trading Places, or Alanna Ubach's vagina in Waiting. Both movies could have made the same artistic points they wanted to make without including those scenes, but the creative process determined that it was better with them. Also, I felt really bad for Ron Paul. There are people who take themselves seriously in a bad/exagerrated importance kind of way, but there are some people who have the right and deserved level of sobriety about them (like Ron Paul). He didn't deserve to be a skit in this movie.
