It's a tough call. In hindsight, I think Paul Newman was more deserving than Rod Steiger. But both were very good performances. I actually think Sidney Poitier over shadowed Steiger's performance in "In the Heat of the Night" but Poitier wasn't even nominated (perhaps because he had already won an Oscar). But we have the benefit of hindsight. In 1968, the themes and topics in "In the Heat of the Night" were at the forefront of society (civil rights was recently passed and Roe v. I love Cool Hand Luke. It's in my top 5 favorite movies ever (I can't pick a favorite). It's got everything from great acting, to fabulous writing (some of the most quotable lines ever), to the awesome Christ-type story. It's the whole package that a movie should be.
But my favorite part is the way the cameras are used. It's been a while since I've watched the film (my copy is on VHS!) but the use of the camera is very striking....at least to me. You'll notice through the film that the authorities (prison guards, prison leadership, cops, etc.) are always shot looking up at them and the prisoners (especially Luke) are shown looking down on them. There are also several shots where the light comes from behind the authorities (first scene with the cop and the part where the famous line "what we've got here is..." is said).
