The code hasn't been updated on the official site yet, but the bill says you can't use your phone to text, send email, dial a phone number, access the internet, view or record a video, or enter data into the device. The next subsection specifically says that it is not prohibited to use the phone for voice communication, view a GPS app, report some kind of emergency, or use hands-free or voice operated technology. Basically, there isn't anything saying you can't hold the phone--you just can't enter anything with your fingers. It looks like you can use Siri (or the Android equivalent) to dial the number then hold the phone to talk.
So would someone that gets ticketed for just holding their phone in their hand have to prove they were not using their phone in court (i.e. guilty until proven innocent)? ("I was just holding my iPhone in my hand, officer.") In short, how does Utah expect to enforce this law?

In California there was a case where the driver was using his phone for GPS navigation. The driver lost the court case. I am guessing the Utah law makers wrote that next subsection based on the results of the California case.

On days I told my wife I was going golfing, she would call every half hour to tell me why I shouldn't be going.

I would hate to think what life would have been like if we had cell phones back then.

<1 call a day on average (usually for some question she has about something that came up). Usually 1-2 texts telling me she adores me. Pretty sure if you get zero communication from your wife while at work, means she is having an affair.

Of course, your wife may had been too busy working to help pay for the added cost with her and the kids' cell phones added to the bill.

My wife is a school teacher, therefore she's working with kids all day, not calling or texting. She does like to decompress and tell me all about her day once I get home from work, though, which kind of makes up for it.
