    Interesting philosophy. Are the murder rates among gang members very high? I wonder if such an environment leads to lower gang enrollment rates. I imagine it's kind of scary knowing there is zero legal disincentive for someone else to kill you.

      I wouldn't say zero, because it is certainly not. Police will investigate - they don't just turn a blind eye. But it's hard to get a conviction without a confession (yakuza are good at this) and without resources. And resources won't really be forthcoming unless there is outrage. And there is not outrage when the actions stay confined to a largely irrelevant group. I imagine there are similarities in motorcycle gangs, for example, although that is just a guess. I don't really care because, although I ride a Harley and likely have waved at more than a few 1%ers, they are pretty much irrelevant to me and I don't care that much if the Hells Angels shoot up the Mongols as long as I'm not involved.

        So to sum up, you can kill a gang member there and get away with it unless you're extraordinarily unlucky.
