It can happen. Perhaps losing Chip Kelly to the NFL and OC Scott Frost to Central Florida has had an impact. Nebraska had a decade of good QBs (Tommie Frazier, Scott Frost, Eric Crouch) culminating in a Heisman winner and then had a series of recruiting failures at QB and at one point were trolling JC transfers.
