The real advantage of having both back there is that help is available on either side. If they don't read that they need to help, they can bleed out. Against man coverage, the safety will have to respect them and will have to pull up, leaving room deep for the receiver or open up the middle for the tight end. If the backer takes him, them the tight end in the hook/curl is open. Against zone, the corner will have to roll up, opening a crease behind them for the receiver to work.
Ultimately, they don't need to be the primary receiver in the flat, but the defense will need to respect them, which should give more room for other players to work.
