      I want the NCAA to address the defensive substitution rule to penalize the defense when players slowly mosey off the field in a deliberate attempt to prevent the offense from snapping the ball.

          Looks like they are going to finally clamp down on simulating the snap count. I know a team that will be frustrated by that.
