I'm not sure why they have a sailors hat on the cougar. It doesn't make the cougar look tougher and as far as I know their isn't much of a connection with BYU and the Navy.

Everyone knows about a Cougar's physical prowess on land. By wearing the sailors cap, he is symbolically letting you know that he's equally adept at sea (Doctrine and Covenants what it may).
