Look at the teams that have succeeded despite coming from bad conferences: Gonzaga, Memphis, Utah in the 90's, BYU, SDSU, UNLV in the 80's/90's, Loyola in the 90's, Louisville before the Big East, Cincinatti before the Big East, Xavier, Butler.
The 64 errr 68 team tournament pretty much equalizes the conference affiliation issue. Throw in a tough preseason, add an occasional late season non-conference game, and you're good to go. Being in a conference with at least one (and a half) superpowers in Gonzaga and St Mary's and it's even better.
I'm not thrilled about our conference situation, but it's more a fan issue--tough to get excited about late season games against such crappy teams. I don't think it holds us back one bit in terms of competitiveness.
