Is BYU complicit in the abundance of substandard housing in Provo?

Before we get to that, can you answer two questions:
1) What do you define as "substandard housing"?

I can't speak for the current situation as I haven't been looking for Provo housing for some time, but I can speak for when I left back in 2001. My last place in Provo was a 2 bedroom, 1 bathroom apartment. We had 4 people in the apartment. We were each paying $230.00 per month, so we paid a total of $920.00. After a graduated, I moved into a 3 bedroom house over by Westminster college. We were paying $950.00 for this 3 bedroom house. Not only did I have 3 times the space for $30.00 more, I was living in a much better area.
I know for certain that 15 years ago that BYU had totally screwed up the housing market in Orem/Provo and I sincerely doubt it has improved.As I lead this army, make room for mistakes and depression

Also, all but one place that I lived in during my time in Provo was a shit hole and substandard. The landlords were unethical bastards that did everything they could to screw over the tenants. Casa Dea apartments fit every definition of shithole. We lived there for a summer, and they never fixed the bowling ball-sized hole in our kitchen wall. I was a poor college student. I lived at Stadium Terrace ($130/month during Fall/Winter, $100/month during Spring/Summer) and King Henry (about the same price).
I am also old.
Stadium Terrace was awesome because it had these big bathrooms with two stalls and three sinks, so you could still shower or shave if your roommate decided he was going to take 30 minutes doing his morning business. Plus your rich, snotty friends would come over to your house and say "Dude, you have stalls in your bathroom!"
After I got married I moved into a house near the Hotel Roberts, right across the street from the liquor store, and paid $300/month.
As dumpy as Stadium Terrace could be, I preferred them to the Moon Apartments, where my brother and sister lived.
