Frankly, I don't get that for a number of reasons, but primarily this:
Mormons are notoriously cheap. They will meticulously look for the best deal or freebie. And there are plenty of "freebies" in regards to this issue. Why would a notoriously cheap person pay for that which is abundantly free of charge?

Utah's rate is 5.5 per 1000, vs 3-4 per 1000 which is typical in most states. Young population explains much of the difference. I think it has more to do with the lack of titty bars. Texas has a pretty good young population as well but no lack of titty bars. Iceland is an interesting country. I had a client from Iceland whose son stabbed a man 45 times after a night of partying. He was charged and convicted of murder. His family was devastated because his son was sentenced to 2 years in prison. I guess in Iceland that is considered cruel and unusual punishment.
