Is it a church wide policy or rule that

whenever anything takes place at the church two priesthood holders must be present? If so, what is the reasoning?

I know some women in our RS are doing a huge craft day next week and they had to get priesthood holders to go sit at the church for the time they are there. If I want to do Cub Scouts at the church, I need two priesthood holders there. We do Day Camp for Cub Scouts and hold part of it at the LDS church, but it is with all the cub scout groups, LDS and non-LDS alike, and we have to have priesthood holders at the church for that as well.

Is there a doctrinal reason this practice is required? Or is it a stake/ward level discretion type thing?

STake ward thing. Our ward has a long standing policy of tryuing to have at least one man around for youth or RS activities, but it si not required.

Ours came about, as I understand it, as a result of mad (homeless) men living in the bushes on the perimeter of our parking lot and every now and then acting a little crazy or trying to access the bathrooms or something like that.

Ugh. I think you are probably right. It is just frustrating because not needing priesthood leaders at the church would make my life so much less complicated. Finding an acceptable time/location for my Bear den is next to impossible given my schedule, my kid's schedules, and those in my ward who complain about driving all the way out to my house for den meetings.

I believe it is suggested in the handbook that a PH holder be present but I think I is merely for security/protection reasons. As I think it is a suggestion, it doesn't necessarily have to be followed. Our cub scouts meet at the church without PH holders present, however they do keep the chirch doors locked during the meeting.

It's just for security in our stake. Not mandatory, just strongly suggested. As in creekster's stake, homeless folks in some of our areas have figured out they can live in or around our buildings because no one is there during the weekdays, and some of them have made threats.

In our stake if a man is called to teach primary then there must be another adult person in the classroom but this is not the case for women. It seems that mostly women teach primary in our ward now.
