    Question for those in the university setting

    My brother asked me this question and I don't know the answer.

    My brother is finishing up a master's program. He's taken all the classes and, in fact, has even walked with his graduating class. He only had to take a third language (his master's is in Spanish) and an administrative thing to do. He's now met all of the requirements.

    However, the university is telling him they will not issue him a diploma unless he paid tuition in the immediately-preceding semester. Essentially, they're extorting him for an extra semester of tuition to give him his diploma which he's already earned.

    Is that unusual? Is there anything he can do other than just pay the tuition (for classes he's not going to take)?
