Gravity is both theory and law, and all the interesting stuff is in the "theory" section. Laws tend to be boring, repeatable observations with zero explanatory power. Theories and laws are very distinct categories, and one can never become the other. Similar to how evolution is fact and theory. That life evolves is a fact, but its all the mechanisms of it that make it interesting, and that's the "theory" part. If the entirety of evolution could be summed up in a single equation, evolution would be a law too.
