It's a metaphor for how he thinks everybody is laughing with him when he makes fun of BYU, but really, everybody is actually snickering at how small his wang is. In case no one has figured it out.

I thought it was more of an Emperor's new clothes sort of thing. You look great, SU! Don't let any of those idiotic BYU fans tell you different!
Ain't it like most people, I'm no different. We love to talk on things we don't know about.

Hmmm....I going to take a guess and say that it is a statue of a famous biblical character (pre-decapitation) that was not allowed on BYU's campus because its Jimmy is showing (I lived a stones throw from the Rodin museum for about two months).

For SU, everything comes back to BYU.
"Discipleship is not a spectator sport. We cannot expect to experience the blessing of faith by standing inactive on the sidelines any more than we can experience the benefits of health by sitting on a sofa watching sporting events on television and giving advice to the athletes. And yet for some, “spectator discipleship” is a preferred if not primary way of worshipping." -Pres. Uchtdorf
