As a Tulane fan, I am thrilled. This will help recruiting since there's at least some semblance of a way of getting into a bowl game. I believe an offer was never made, because the way most of these conferences operate is that no official offer is made until everything has been hashed out and informally agreed to. When you are adding Tulane, your conference is in trouble (no offense to waup). Tulane is horrible in football and do they even have a basketball team? I attend the BYU/Tulane game back in 2009(?) and BYU had more fans at that game and in the French Quarter.
