But the aggression and discipline of coaches, players, and fans in between plays needs to get under control and quick. Shedeur Sanders pushed a ref in the back on Saturday. Stuff like that and the ASU stuff needs to be brought under control.

Correct. There is no exception in the rule if your intent is to run the clock. You are not allowed to throw the ball clearly away from eligible receivers while inside the tackle box. This was textbook intentional grounding. I would argue it also fits within the spirit of the rule as the forward pass is only allowed under strict requirements for both the receiver and the thrower. It is not meant to be used to waste time outside those restrictions.

If that was deemed intentional grounding by the crew, what Leavitt did on the second to last play of the game was certainly grounding.
