It has been regarded as such and continues to do so, so I think in this example the article holds no water..
Does everything have to have a positive connotation? I don't think that it has a negative connotation when used, descriptively, in context. It is merely a clinical definition of someone's ability to grow their knowledge and learning. Those who cannot progress beyond a point that an average person can do are thereby retarded in their growth.

Again, "retard" as a noun is always meant in a mean-spirited way. "Mentally retarded" is an apt definition for someone's faculties.

Did you mean for this to be an ironic post?

Maybe a good rule to follow is the Golden one: try not to describe or refer to other people in a manner you would not want used to describe or refer to you. Then toss a little kindness and consideration into the mix.

Yes, everyone has a different idea about how they would like to be treated, so the standard's going to vary. When we think someone crosses the line, as Maher clearly did, we can call him out on it. That's what free speech is all about.

As Glenn Reynolds likes to say, the great thing about free speech is that it makes it easier to spot the idiots.
