I lived in the Cornhusker state for many years and there were more than a few Nebraska citizens who felt they were a target because of Nebraska's strategic location. The sandhills in western Nebraska were considered a target because a nuclear blast would create fallout that would cover much of the country with radioactive sand particles due to wind patterns. Offut AFB in eastern Nebraska would be a target because it was SAC HQ and hosted much of the B-52 fleet. Also, over half of the Nebraska population is in the Omaha/Lincoln metro area that isn't that far from all the Minuteman ICBM missle silos in western Missouri that would also be targeted.
So there was a state with less population than Utah thinking the Ruskies were out to get 'em. Yeah, Nebraska can be weird. The worst part would be stuck in an underground fallout shelter with a bunch of Nebraskans and forced into conversations about the glories of Nebraska Cornhusker football for a year. It always amused me back during the MX debates that one of the reasons people didn't want them in the west deseret was that it would make Utah a target.
