So a fair catch can be called on an onside kick now (Rule 6-4-1)?
Don't worry about people stealing your ideas. If your ideas are any good, you'll have to ram them down people's throats.

The rule is designed to keep some poor lineman from getting his clock cleaned whilst gazing skyward on a high-bouncing on-side kick. He can only call it if he's in a position to receive it.
