According to this article, it still requires a vote from the Chancellors and Presidents. I would gather that these sorts of things are more rubber-stampy than real policy decision making, but I suppose it would be within their power to not rubber stamp it.
I assume (hope?) that there would be some sort of penalty clause should the PAC-10 back out. But where would that leave Utah with the MWC? This clusterfuck could get, erm, clusterfuckier?
