Online Communities for a 9-Year-Old

Little Robin wants to hang out online. Is there anything like CUF for nine-year-olds, that is safe?

Well, it's not like CUF, but my 10 year old has loved Club Penguin for over a year. I'm not really sure how much opportunity there is for interraction.
